About the job
Intelehealth (Telehealth Innovations Foundation) is a non-profit that improves access to primary healthcare in underserved areas through telemedicine and digital health. Intelehealth works in partnership with the Government of Odisha (National Health Mission) to strengthen the eSanjeevani telemedicine programme across the State. As part of this partnership, Intelehealth is the technical support partner for a cluster randomised controlled trial (RCT), “Evaluating the Impact of NCD (Diabetes and Hypertension) Linkage with eSanjeevani Telemedicine Services at the Primary Healthcare Level”, delivered through Ayushman Arogya Mandirs (AAMs). The trial runs in Khordha, Koraput and Sambalpur districts across 12 CHCs and 60 AAMs in a matched-pair design, with intervention and control arms. The National Health Mission and State NCD Cell, Government of Odisha, and the CPHC cadre (CHOs, MPHWs, ASHAs and Hub Doctors/MOs) lead frontline delivery, and an independent Evaluation Partner measures outcomes. In the intervention arm, high-risk individuals identified through community-based screening (CBAC) are tested and confirmed at the AAM, connected to a Hub Doctor at the CHC through an eSanjeevani teleconsultation, and followed up regularly to keep blood sugar and blood pressure under control. Intelehealth supports the State with training, supportive supervision, monitoring and review, so that the intervention is delivered as designed and the trial produces reliable evidence for scale-up. Purpose of the role: The District Coordinator will make sure the RCT runs to protocol every day in the district, in both intervention and control arms (about 4 CHCs and 20 AAMs per district). The role keeps government counterparts, facility teams and the Intelehealth project team working from one plan, and makes field gaps visible early so that the trial evidence stays sound. Reports to: Project Manager of the district, RCT Odisha Coordinates with: Project Managers, District Nodal Officer, Hub Doctors (CHC), Medical Officers, Block Programme Coordinators (BPCs), CHOs, ASHAs and ANMs, Evaluation Partner District Coordinator. Job Responsibilities: The District Coordinator is responsible for day-to-day implementation of the RCT – Evaluating the Impact of NCD (Diabetes and Hypertension) Linkage with eSanjeevani Telemedicine Services at the Primary Healthcare Level – in the assigned district, in both intervention and control arms, as per the study protocol and RCT Implementation Manual. 1. District Coordination & Stakeholder Engagement: Maintain day-to-day coordination with the District Nodal Officer, Hub Doctors at CHCs, Medical Officers and Block Programme Coordinators. Act as the single, consistent point of contact for scheduling, escalations and review follow-up in the district. Share a monthly field plan (visits, trainings, reviews) with the Project Manager and the Evaluation Partner’s District Coordinator, and coordinate joint visits. Support the Project Manager’s visits to remote sites and joint supervision with government stakeholders. 2. NCD–eSanjeevani Linkage at AAMs (Intervention Arm): Track the care pathway for diabetes and hypertension against protocol timelines: CBAC-based screening, confirmation at the AAM, eSanjeevani teleconsultation with the CHC Hub Doctor, and regular follow-up. Check that CHOs use eSanjeevani for teleconsultation as designed, and that teleconsultation and follow-ups are not delayed or missed. Help resolve operational barriers to teleconsultation (connectivity, scheduling with Hub Doctors, device or login issues) with the Project Manager and Hub Doctors. 3. Control Arm & Protocol Fidelity: Confirm that control-arm facilities continue routine NCD care as per protocol. Spot and report cross-arm contamination and protocol deviations, and follow up until closure. 4. Supportive Supervision, Equipment & Supplies: Visit RCT AAMs and CHCs in both arms using the monitoring toolkit and fidelity checklists. Monitor that equipment, testing strips and medicine stocks are sufficient at facility level, and that devices are calibrated to give correct results. Coordinate regularly with Project Managers on HbA1c testing kits and strips to avoid any shortage, and escalate stock gaps to Block MOs / PMs until resolved. Escalate field gaps to the Project Manager, the District Nodal Officer or the Hub Doctor, and follow up until closure. 5. Training & Capacity Building: Facilitate trainings and refreshers for CHOs, ASHAs, MPHWs/ANMs and Hub Doctors, in coordination with NHM Odisha and the CPHC cadre. Handle logistics, attendance sheets and post-training records; follow up on staff who missed a session. Provide on-site hand-holding to facility staff after training, based on gaps seen during visits. 6. Review Meetings & Follow-up: Organise district and block review meetings; prepare the progress data and agenda. Record action points with owners and dates, and track them to closure. Highlight facility-wise performance and persistent gaps to the Project Manager. 7. Documentation & Reporting: Ensure registers and formats are maintained at facilities as the protocol requires. Submit a visit report for each field day, a monthly district progress report and a tour diary for all field days claimed. Keep a district tracker of facility visits, trainings, reviews, issues raised and issues resolved. Report adverse events or participant safety concerns noticed in the field to the Project Manager the same day. 8. Conduct & Compliance: Follow the RCT protocol and Implementation Manual, and keep patient information confidential. Support implementation only: the role does not collect or handle evaluation data (which remains with the Evaluation Partner) and does not give clinical advice to patients or facility staff. Deliverables & Performance Indicators (to be agreed with the Project Manager at joining): Monthly field plan – shared with PM and Evaluation Partner District Coordinator before the month starts. Facility visits – planned vs. completed visits across CHCs and AAMs in both arms (up to 20 field days a month). Visit reports – one per field day, submitted on time; required for TA/DA. Tour diary – submitted monthly for all days claimed. Trainings and refreshers – sessions held vs. planned, with attendance and post-training records. Review meetings – district and block reviews held; share of action points closed on time. Issue tracking – gaps raised (missed follow-ups, delayed teleconsultation, incomplete registers) and share resolved. District progress report – submitted to the Project Manager by the agreed date. Requirements Education : Graduate, preferably postgraduate, in public health, social work, nursing or a related field. Experience: Minimum of 2 years of field coordination experience in a public health programme, preferably NHM or CPHC. Familiarity with NCD programmes (diabetes and hypertension), AAM/CHO workflows and telemedicine is preferred. Prior experience supporting field implementation of research studies or trials is an advantage. Skills: Fluent in Odia and English (spoken and written). Strong field coordination and follow-up skills with government health staff. Comfortable with mobile apps, MS Excel / spreadsheets and basic reporting. Good at documentation and report writing. Attention to protocol adherence and confidentiality. Willing to travel up to 20 days a month within the district. Benefits Great work culture. Group Medical Insurance.
