• Staffing Pipeline Management: Coordinate recruitment activities to maintain a consistent pipeline of qualified talent, avoiding hiring bottlenecks, resource shortages, and unnecessary labor costs.

• Recruitment Performance Monitoring: Track key recruitment indicators, including time-to-fill metrics, identify potential delays, and escalate staffing risks that could jeopardize project milestones.

• Technical Resource Alignment: Collaborate with HR Business Partners and project stakeholders to ensure workforce capabilities and technical skills match evolving project requirements.

• International Mobility and Immigration: Oversee global workforce mobility requirements for personnel assigned to datacenter projects, ensuring appropriate coordination of visas, work permits, and related compliance obligations.

• Mobilization Risk Management: Proactively identify and resolve regulatory, logistical, or administrative barriers that could delay the deployment of essential personnel.

• Prevailing Wage Compliance: Monitor project-wide compliance with applicable prevailing wage requirements and ensure payroll records and labor reporting meet relevant local, state, and federal standards.

• Apprenticeship Program Oversight: Track apprenticeship utilization and required participation ratios, coordinating with unions, trade schools, and internal apprenticeship programs to meet applicable obligations.

• Labor Documentation and Audits: Maintain accurate, audit-ready records of labor classifications, hours worked, wage rates, and related documentation to reduce project risk and potential legal exposure.

• Cross-Functional Leadership: Work across a complex organizational structure to align workforce planning, operational execution, and compliance priorities with overall project objectives.

• Immigration and Workforce Compliance: Basic understanding of international immigration regulations, cross-border workforce management, and labor compliance requirements.

• Recruitment and Resource Planning: Ability to coordinate workforce ramp-up activities, manage recruitment priorities, monitor staffing performance, and align resource availability with demanding project schedules.

• Labor Standards Knowledge: Familiarity with prevailing wage requirements, apprenticeship utilization, labor classifications, payroll reporting, and workforce documentation is beneficial to the role.

• Stakeholder Management: Demonstrated ability to influence executive-level stakeholders, collaborate across multidisciplinary teams, and navigate complex, matrixed organizational structures.
